AN ASSESSMENT OF LOCAL GOVERNMENT SERVICE DELIVERY IN NIGERIA [A STUDY OF KADUNA NORTH LOCAL GOVERNMENT AREA OF KADUNA STATE, 1999-2011]

This study examined the role of local government in service delivery, specifically focusing on Kaduna North local government between 1999 and 2011. It aimed to identify the services provided by the local government and assess their impact on the well-being of residents. To gather data, two sets of questionnaires were used: one for local inhabitants and the other for local government employees. A total of 360 questionnaires were distributed to residents, with 314 returned, while 30 questionnaires were given to local government employees, all of which were returned. In addition to the questionnaires, the study included interviews, focus group discussions, personal observations, and a review of relevant literature.

The findings revealed several challenges affecting service delivery, including mismanagement of funds, the joint account system, lack of transparency and accountability, limited revenue sources, and inefficiencies in utilizing internal revenue generation. These factors have negatively impacted public services, resulting in poor educational facilities, inadequate healthcare centers, and poorly maintained roads. The study identified key constraints on service delivery, such as lack of reliable revenue sources, mismanagement, state government interference, and the joint account system.

Based on these findings, the study recommends granting local governments full financial and administrative autonomy to better fulfill their mandates. It also calls for the establishment of viable revenue sources and a merit-based leadership recruitment process, with individuals of strong character and integrity in key positions.
